ABSTRACT

The popularization of mobile internet and the widespread use of smartphones have presented both new opportunities and challenges for legal dissemination. The immediacy and portability of mobile short videos align with modern fragmented reading habits, enabling efficient communication that can significantly enhance the acceptance of legal knowledge and shift audiences from passive to active engagement. Ensuring the accuracy and authority of legal information while meeting users' diverse needs is essential to improving the effectiveness of legal dissemination through mobile short videos. Research based on the Uses and Gratifications Theory provides a solid framework for addressing these challenges.
